The Milwaukee police, Wisconsin State Law Department's Office of General Policy & Standards began providing information, statistics and tips through their Internet Protocol Services network in early 2008 about problems, including "the possibility of an officer's abuse of authority" as more specific violations come to light. According to that information shared via their protocol network, Milwaukee Police Department officers "trespassed upon property that is controlled by an inmate [and violated court ordinances]." "During each incident described, and on two cases I was unable to trace back, there were attempts... to get an officer physically to the person involved in a fight and/or confrontation for a police pursuit or attempt at apprehension which were resolved peacefully without the need for use of a Taser to initiate a Taser, without a weapon being drawn during use on anyone by one officer to use upon another officer." Those Taser calls occurred every month through June in that office's "most prevalent and concerning categories." For these types of investigations and enforcement actions in "most predominant and most concerning categories, if these warrants for police misconduct remain unserved on a suspect, these are the most prevalent categories that the State is likely going to send after police conduct while seeking prosecution and discipline on any form of misconduct charges that may be pursued including excessive use of force and civil liability based thereon, that was allegedly committed by an authorized agent of the Milwaukee Police Department," said Lieutenant Ray Davis, of Officer/Citizen Liaison for this department's General Services Department on Monday
